摘要：

Although numerous advances have been made in information technology in the past decades, there is still a lack of progress in information systems dynamics (ISD), owing to the lack of a mathematical foundation needed to describe information and the lack of an analytical framework to evaluate information systems. The value of ISD lies in its ability to guide the design, development, application, and evaluation of large-scale information system-of-systems (SoSs), just as mechanical dynamics theories guide mechanical systems engineering. This paper reports on a breakthrough in these fundamental challenges by proposing a framework for information space, improving a mathematical theory for information measurement, and proposing a dynamic configuration model for information systems. In this way, it establishes a basic theoretical framework for ISD. The proposed theoretical methodologies have been successfully applied and verified in the Smart Court SoSs Engineering Project of China and have achieved significant improvements in the quality and efficiency of Chinese court informatization. The proposed ISD provides an innovative paradigm for the analysis, design, development, and evaluation of large-scale complex information systems, such as electronic government and smart cities.

摘要： From the perspective of systems engineering, this paper analyzes the characteristics of China’s bank card industry, including its accessibility, scale, and complexity. The author proposes a series of management methods for the financial informatization project by researching the general requirements of the financial information system and the characteristics and implementation of informatization in the bank card services. The paper concludes with an outlook on the future development of China’s bank card industry.

工程管理信息化的继承与创新

在工程的全生命周期中，工程运营阶段的历时最长、成本投入最大，且是工程效益体现的主要环节。在工程运营阶段的成本投入中，能源、人力资源及设备更新占了很大的比重，对这些成本的有效控制，是信息化实现的重要目标之一；在工程运营阶段，工程管理机构与客户及合作伙伴共同构成信息化的主体，工程利益相关者的有效协作是信息化成功的关键所在，本文以机场信息化为例，对工程管理信息化的继承与创新进行了探讨。

工程管理信息化规划与实施

摘要：

在工程全生命周期中，工程管理信息化规划与实施过程涉及组织的战略管理和项目管理两个层面，匹配问题是工程管理信息化过程中的核心问题之一。在战略管理层面，首先要充分明晰工程的信息处理需求，进而根据需求确立信息系统规划的目标；在项目管理层面，工程信息处理能力的形成不是工程参与各方能力的简单叠加，而是其能力相互匹配的结果，匹配程度的高低决定了工程的整体信息处理能力的高低。更进一步，工程信息处理能力与工程信息处理需求的匹配程度决定了工程管理信息化水平的高低，同时也会对工程的整体绩效水平产生影响。

通过对实现工程管理信息化过程中各利益相关者的分析，提出了建立工程管理信息化的可参考途径，并对工程管理信息化架构的演变过程及相应模式进行了分析，提出了由服务层(service layer)、应用层(application layer)、资源层(resource layer)和基础设施层(infrastructure layer)构成的4层SARI架构。

面向制造企业的信息化评价方法

机械工业是我国的传统工业，机械装备技术直接影响和制约国民经济诸多领域的发展。信息科学是一门迅速发展的前沿学科，已经渗透到国民经济的各个领域。文章从机械产品的角度出发，讨论了如何用信息技术来提升和发展传统的机械产品，提出了机械产品信息化的内涵、特点与实现的步骤；结合作者过去的一些科研实践，重点分析了机械产品信息化过程的信息融合和特征提取两个技术关键；文章最后强调了理论开拓是产品拥有自主知识产权和核心技术的前提。

基于 5G技术的教育信息化应用研究

摘要：

教育信息化日益普及，智慧学习空间不断出现，学生对学习内容的个性化、便捷化、多样化需求也日益凸显，而第五代移动通信（ 5G）技术以其大带宽、超高可靠、超低时延、大规模物联等特征，将成为教育网络甚至教育现代化建设的使能技术。本文重点探索 5G技术的教育信息化应用，在梳理教育信息化主要特征的基础上，分析了我国教育网络面临的技术挑战，从教学、教研、教育管理三方面着手，论证提出相应的 5G应用场景，形成 5G教育信息化总体视图。面向 2035年， 5G的技术普及与应用拓展，将不断丰富教育场景的内涵，推动教育场景的变革，成为我国教育信息化创新的原生动力。

关于CAPP的实践与思考

摘要：

制造底层信息化是制造业信息化的薄弱环节，计算机辅助工艺规划（CAPP）不仅是制造底层信息化的重要研究领域之一，也是联系底层信息化与上层信息化的桥梁。工艺设计具有范围广、内容多以及个性化强等特点，因此难以实现通用化及商品化；而工艺设计是许多制造活动的交汇点，是与其他信息系统集成困难的主要原因之一。文章介绍了在CAPP方面的研究特色，包括应用框架技术实现开放式CAPP平台，通过BOM转换实现集成化，以及通过解决行业问题加强CAPP的推广实施等；指出了定量化CAPP、基于3D模型的CAPP能主车间级CAPP将是CAPP的重要发展方向。

Inheritance and Innovation of Engineering Management Informatization

摘要： In the life-cycle of large projects, the operational phase lasts the longest, costs the most and substantially benefits the project. During the whole phase, energy, material and human resources may cost a lot. Effective control of such costs is one of the main targets of engineering management informatization. How to lower the organization collaboration cost in project management and how to support effective collaboration among different areas, organizations and departments in the ways of technology and management are major goals in engineering management informatization. In the phase of project operation, project owners, partners and customers are the stakeholders of engineering management informatization. Through the case of airport management informatization, inherited and innovation of engineering management informatization will be discussed. It is illustrated that airport informatization is the innovation of business model and technology applications through the analysis and study on cases of airport informatization.

Intelligent construction technology of railway engineering in China

摘要： Intelligent construction technology has been widely used in the field of railway engineering. This work first analyzes the connotation, function, and characteristics of intelligent construction of railway engineering (ICRE) and establishes its system structure from three dimensions, namely, life cycle, layers of management, and intelligent function, to deeply understand the development situation of intelligent railway construction in China. Second, seven key technical support systems of ICRE, which include building information modeling (BIM) standard system for China’s railway sector, technology management platform and life cycle management based on BIM+GIS (geography information system), ubiquitous intelligent perception system, intelligent Internet-of-Things (IoT) communication system based on mobile interconnection, construction management platform based on cloud computing and big data, unmanned operation system based on artificial intelligence, intelligent machinery and robot, and intelligent operation and maintenance system based on BIM and PHM (prediction and health management), are established. Third, ICRE is divided into three development stages: primary (perception), intermediate (substitution), and advanced (intelligence). The evaluation index system of each stage is provided from the aspects of technology and function. Finally, this work summarizes and analyzes the application situation of ICRE in the entire railway sector of China, represented by Beijing–Zhangjiakou and Beijing–Xiong’an high-speed railways. Result shows that the technical support systems of the ICRE have emerged in China and are still in the process of deepening basic technology research and preliminary application. In the future, the ICRE of China’s railway sector will develop toward a higher stage.

我国设立法医局的必要性及其管理模式

摘要：

深化司法体制改革，健全统一司法鉴定管理体制是推进全面依法治国的重要组成部分。理顺法医鉴定管理制度是完善统一司法鉴定管理体制的重中之重。本文通过国内外法医鉴定管理制度比较，分析了我国法医鉴定领域管理部门分散、执业环境过度市场化、区域发展失衡、科研力量分散等弊端，探讨了我国成立法医局管理模式的可行性和必要性。研究阐述了法医局的运行和职责定位，认为应充分整合我国现有的各部门法医学资源，发挥现有的法医学专业人才力量，建立统一的、独立于公检法系统的国家级、省级、地市级三级法医局，不断提高法医鉴定权威性和公信力；建议由法医局承担司法鉴定、科学研究、职称评定、人才培养等职责，负责制定法医鉴定技术标准和工作指南。
